Catch up on events GET

Every event for the calling app's subscribed tickers after a cursor, in publish order, up to 30 days back. Start without `since`, then pass back `next_cursor` each time.

Replace subscriptions PUT

Replaces an app's full ticker list. Send the revision you last read. If the list changed since, the request is refused with `409`; read it again and retry.
